07 Jul MDS & KhanLex advises on Mongolia’s key capital markets regulations (Jul 2014)
The MDS & KhanLex partners have successfully advised “Financial Sector Capacity Building and Training Project of Mongolia” on development of key capital markets regulations of Mongolia.
Partner Dugerjav advised in the same role on new Securities Listing Regulations. Partner Enkhbat advised, in his role of local advisor, on new Regulations on Securities Custodial Licensing and Operations. The Securities Listing Regulations introduces new rules for issuing new securities in the primary markets as well as for various securities dealings. The Regulations on Securities Custodial Licensing and Operations introduces for the first time the concept, licensing and regulation of securities custodian services in Mongolia.
These two regulations were highly anticipated following Mongolia’s new Securities Market Law passed in 2012.
Financial Sector Capacity Building and Training Project is being financed by Luxembourg Agency for Development Cooperation (LuxDev) and implemented by the Financial Regulatory Commission of Mongolia.
“We’re happy to have assisted LuxDev, and through LuxDev – the Financial Regulatory Commission of Mongolia on this important assignment” said Capital markets partner Dugerjav D. who led on this matter. “The new rules should lay out the groundwork for functional and more efficient securities markets in Mongolia in line with what is normally expected by global investors “. Partners Enkhbat B. and Batjargal G. also worked on this assignment.
International experts have also been hired by “Financial Sector Capacity Building and Training Project” in preparation of the new regulations.
