Background

Enkhbat Batsukh heads the (i) Banking & Finance, (ii)Energy / Infrastructure and (iii) Legislative policy practices at KhanLex Partners.
Enkhbat has over 20 years of experience in the legal field in Mongolia. He is a former government lawyer – specifically as a desk officer in the Business Law Section of the Ministry of Justice of Mongolia. His responsibilities at the Ministry of Justice included drafting the Civil Code of Mongolia, Foreign Investment Code of Mongolia and Bankruptcy Code of Mongolia. Following the government work, Enkhbat was with Newcom, a Mongolian investment holding company. In particular, he was in-house counsel with the following two flagship businesses of Newcom – MobiCom (Mongolia’s first and largest telecom operator) and Eznis Airways (regional air carrier).

He is a founding partner of KhanLex Partners LLP, which de-merged from MDS KhanLex in 2018. Enkhbat has been instrumental in making KhanLex Partners LLP (and, by extension, MDS KhanLex) one of the top-ranking Mongolian law firms, according to Chambers, AsiaLaw and Legal500.

  • Advising a development finance institution of the US government on financing of a KFC/Pizza Hut franchisee in Mongolia (financial close in Oct 2013)
  • Advising a multilateral development bank on equity financing of a Mongolian company (financial close in July 2013) and on debt financing of the same company to build and operate a greenfield state-of-the-art cement plant (financial close in July 2014)
  • Advising a multilateral development bank on the financing of Mongolia’s leading retailer for FMG, apparel and consumer electronics (financial close in March 2015)
  • Advising a multilateral development bank on the financing of one of the largest businesses in Mongolia engaged in retail, distribution and trading (financial close in March 2016)
  • Advising Newcom (Mongolia) and Softbank (Japan) on the 50MW Tsetsii Wind Farm in Mongolia, financed by JICA and EBRD (financial close October 2016) (Asia Pacific Deal of the Year – Wind by IJGlobal Awards 2016).
  • Advising Halopolymer (Russia), one of the largest world producers of fluoropolymer products, in Mongolian bankruptcy proceedings against a local (Mongolian) company (2013-2015)
